The general directorate of the treasury is the technical body which assists the minister as regard the execution of the budget. Its duties are as follows :
- to monitor revenues and expenditure of the state and of any other public body which has not got an accountant;
- to ensure government expenditure ;
- to collect direct and related taxes and duties;
- to monitor and to take legal proceedings against those who violate the rules on the collection of State charges and taxes and to ensure State expenditure;
- to collect and to centralize revenues from privatization, sales and lease of movable and immovable property assets of the State;
- to collect and centralize revenues of any kind rather than direct taxes the collection of which has been authorized for the benefit of the State and of public bodies;
- to have an updated accounting of revenues and expenditure, the accounting of the State treasury and of public bodies, the accounting of which is carried out by the general directorate of the treasury in accordance with existing public accounting rules and the chart of accounts;
- to follow the development of the current account of the general directorate of the treasury, special and margin accounts of the treasury and deposit accounts of correspondents by referring to the Bank of Central African States;
- to follow the clear through account with foreign institutions;
- to follow the issue and the management of treasury bills and other government securities relating to the management of the State treasury.
